Karsten Friis er forsker 1 i Forskningsgruppen for sikkerhet og forsvar.
Hans forskningsområder er sikkerhets- og forsvarspolitikk i Europa, med vekt på NATO, Norden, Arktis, transatlantiske relasjoner, etterretning, cybersikkerhet og Vest-Balkan. Han har publisert og ledet flere større prosjekt på disse temaene. Friis er også en hyppig brukt formilder og kommentator i det offentlige ordskiftet - ikke minst knyttet til Russlands krig mot Ukraina.
Friis er statsviter med PhD fra Universitetet of Groningen, Cand. Polit fra Universitetet i Oslo og MSc fra London School of Economics. Friis har vært tilknyttet NUPI siden 2007. Før det var han politisk rådgiver for OSSE-sendelaget i Serbia (2004 til 2007), OSSE i Montenegro (2001) og i Kosovo (1999). Friis var også en del av EUs forhandlingsteam for folkeavstemning om uavhengighet i Montenegro i 2006. I tillegg har Friis jobbet flere år i Forsvaret og tjenestegjort for NATO/KFOR i Kosovo.

Cyber som ein strategisk dimensjon i den nasjonale tryggleiken – eit israelsk perspektiv
Talet på politisk motiverte cyberangrep aukar internasjonalt. Slike angrep kan føre til alvorleg skade på kritisk infrastruktur og sensitive tryggingsorganisasjonar. Derfor blir rekna cyber no ofte som det femte domenet for krigføring og forsvar, ved sida av land, sjø, luft og det ytre rommet.
Swedish–Norwegian Defence Cooperation: New opportunities?
Swedish–Norwegian defence cooperation has encountered rough seas in recent years, but now seems to have entered smoother waters. This is due to both push and pull factors: push because the new security environment has increased the likelihood of a crisis in the Nordic/Baltic region, which would probably involve all Nordic states, irrespective of NATO or EU membership. Pull because of the renewed US engagement in the region, because of the EU incentives for industrial defence cooperation – and because geographical proximity in itself creates possibilities for shared solutions and practices. This Policy Brief focuses on Swedish–Norwegian defence cooperation in the broader Nordic/Baltic context. We begin by reviewing recent developments in Swedish defence policies, and the implications of previous failed joint Swedish–Norwegian projects. We then turn to opportunities that may emerge as a result of the mentioned push and pull factors. These opportunities are to be considered as ideas; they have not been thoroughly discussed and assessed, but may serve as starting points for follow-on debates and explorations.

This book presents a cutting-edge assessment of NATO's collective defence strategies in the immediate aftermath of the July 2016 NATO Warsaw Summit. Collective defence and deterrence came back on the agenda at the 2014 Wales Summit following the Russian annexation of Crimea, and was in many respects a game changer for NATO. The Warsaw Summit was a follow-up and operationalization of the Wales Summit, as well as adding further initiatives to the agenda. But is NATO delivering? This book provides a thorough assessment of the on-going debates and discussions taking place within and outside of NATO in Europe and North America. In its return to deterrence, NATO is confronted with challenges relating to strategic thinking, capability development, and the role of nuclear weapons. It has also raised questions about the future prospects for NATO membership for countries such as Sweden and Finland, with broader implications for the security situation in the Baltic region. Central to all this is of course NATO’s relationship with Russia and questions of a new security dilemma, in turning bringing to the fore the challenge of maintaining an appropriate balance between deterrence and dialogue. The chapters in this volume address these questions and provide a much-needed analysis of the results of the NATO Warsaw Summit. This book will be of interest to policymakers and students of NATO, international security, European Politics, security studies and IR in general.
