Tangled up in glue: Multilateral crisis responses in Mali

The track record of military rapid response mechanisms, troops on standby, ready to be deployed to a crisis within a short time frame by intergovernmental organizations, remains disappointing. Yet, many of the obstacles to multinational actors launching a rapid and effective military response in times of crisis are largely similar. This book is the first comprehensive and comparative contribution to explore and identify the key factors that hamper and enable the development and deployment of multinational rapid response mechanisms. Examining lessons from deployments by the AU, the EU, NATO, and the UN in the Central African Republic, Mali, Somalia and counter-piracy in the Horn of Africa, the contributors focus upon the following questions: Was there a rapid response to the crises? By whom? If not, what were the major obstacles to rapid response? Did inter-organizational competition hinder responsiveness? Or did cooperation facilitate responsiveness? Bringing together leading scholars working in this area offers a unique opportunity to analyze and develop lessons for policy-makers and for theorists of inter-organizational relations. This work will be of interest to scholars and students of peacebuilding, peacekeeping, legitimacy and international relations.

India: A Contradictory Record

This chapter provides a review of the role of women in Indian politics, with a focus on female legislators. It begins with an account of the entry of women into politics in the early 20th century. Second, it looks at the gradual increase in the number of women MPs and the barriers they have faced. The third section presents the debate that resulted in quotas (‘reservations’) for women in local-level politics, but not in the more influential parliament and state assemblies. The final section is about some characteristics of women MPs. This review demonstrates some of the key barriers that keep women out of elected office in India, but also highlights the diversity of the women who have come to power despite these obstacles.

The emergence of foreign policy

International relations scholarship typically treats foreign policy as a taken-for-granted analytical concept. It assumes either that all historical polities have foreign policies or that foreign policy originates in seventeenth-century Europe with the separation between the “inside” and “outside” of the state. It generally holds that foreign policy differs in essential ways from other kinds of policy, such as carrying with it a special need for secrecy. Halvard Leira argues against this view. The difference between “foreign” and “domestic” policy results from specific political processes; secrecy begat foreign policy. Growing domestic differentiation between state and civil society in the eighteenth century- articulated through a relatively free press operating in a nascent public sphere—enabled the emergence of foreign policy as a practical concept. The concept served to delimit the legitimate sphere of political discourse from the exclusive, executive sphere of king and cabinet. He explores these processes in Britain and France, important cases with different trajectories, one of reform, the other of revolution. Historicizing foreign policy like this serves to denaturalize the separation between different forms of policy, as well as the necessity of secrecy. Doing so cautions against the uncritical application of abstract analytical terms across time and space.

Intelligence oversight in the twenty-first century: Accountability in a changing world

This book examines how key developments in international relations in recent years have affected intelligence agencies and their oversight. Since the turn of the millennium, intelligence agencies have been operating in a tense and rapidly changing security environment. This book addresses the impact of three factors on intelligence oversight: the growth of more complex terror threats, such as those caused by the rise of Islamic State; the colder East-West climate following Russia’s intervention in Ukraine and annexation of Crimea; and new challenges relating to the large-scale intelligence collection and intrusive surveillance practices revealed by Edward Snowden. This volume evaluates the impact these factors have had on security and intelligence services in a range of countries, together with the challenges that they present for intelligence oversight bodies to adapt in response. With chapters surveying developments in Norway, Romania, the UK, Belgium, France, the USA, Canada and Germany, the coverage is varied, wide and up-to-date.
