Burden-sharing in NATO. The Trump effect won’t last

The Trump Administration has adopted a more confrontational and transactional approach to burden-sharing in NATO. It has threatened to “moderate” its commitment to the Alliance unless the European members increase their defence spending (US Mission to NATO 2017), and contribute more to out-of-area operations. Since President Trump entered the office, European defence spending has risen at a quicker pace, and the nature of the defence debate in Europe has changed. The Europeans are no longer debating whether they need to increase their spending; the questions discussed are how fast and how much. Is this evidence of a “Trump effect”, and will it last? This is the question addressed in this policy brief. Because it is hard to predict the future, we adopt an historical perspective.

Trump som trussel - USAs nye president er et betydelig usikkerhetsmoment i internasjonal politikk. Hvordan skal Norge håndtere det? Ingen vet hvilken utenrikspolitikk president Donald Trump vil føre, men det finnes i alle fall to hovedperspektiver: Det første perspektivet er at Trump vil være en formidabel «disrupter». Allianser og historiske forhold synes å bety lite. Trump har vært kritisk til en verdibasert utenrikspolitikk og internasjonale institusjoner, og har vist liten respekt for internasjonale spilleregler. USAs snevre egeninteresser settes foran alt annet. Trump ønsker for eksempel forsoning med Russland, men har samtidig lagt seg ut med muslimer, kvinner, eliter, pressen og sin egen etterretningstjeneste. I utenrikspolitikken har han vært konfronterende med Kina, kritisk til EU, sådd tvil om Nato, ser på mulighetene for å stoppe finansieringen av FN, og han er uklar på klimaspørsmål. Mange tror også at Trump vil kunne endre utenrikspolitikkens form og fremgangsmåte. Snarere enn diplomatiske konsultasjoner med partnere, vil han foretrekke drama, overraskelser, tvetydigheter, støtte og avskrekking, og han vil tvitre kontroversielle synspunkter på nattetid. Det andre perspektivet gir mindre grunn til uro. Vi vet at historiebøkene er fulle av politikere med store reformambisjoner, men i møtet med realitetene vil ofte store bølger ende som små krusninger når politikken skal settes ut i livet. Innad i USA finnes det institusjoner og mekanismer som vil kunne utvanne og avslipte Trumps politikk. I høringen i kongressen kom det i tillegg frem at flere i hans kommende team har andre og mindre utradisjonelle syn på utenrikspolitikk enn Trump selv. ... forts

Tøffe kår for samarbeid

I slutten av denne uka møter USAs president Donald Trump Russlands president Vladimir Putin for første gang. Møtet skal skje på sidelinjen av G20-møtet i Hamburg, hvor statsledere for verdens ledende økonomier skal diskutere blant annet klimaendringer, frihandel og kamp mot terrorisme. Både Trump og Putin ser på Syria, Nord-Korea, Iran og antiterror som felt for mulig konstruktivt samarbeid. Fra russisk side er det signalisert at de ønsker å snakke om Syria. Det hersker imidlertid stor usikkerhet i både Washington og Moskva rundt hva Trump vil velge å ta opp under møtet med Putin.
