Food Price Differences Across Indian States. Patterns and Determinants.
The paper examines food price differences across Indian states during 2004-2014 using food consumer prices from household surveys and wholesale/retail prices for selected goods. At the individual product level there are large price differences across states, with prices doubling or trebling across India for a typical case, but with considerable variation across products. Price dispersion is much lower for food on average; measured at this level price dispersion between Indian states is considerably lower than between countries within the same income range, and Indian states are slightly more integrated than countries in Western Europe. At the product level, the most important determinants of price differences across states are limited access to supply from other states, and the extent of own production in the state. Richer states have higher consumer prices, but this income-price link is weaker for wholesale prices. Food price dispersion within India has decreased during the period studied. For policy, the results suggest that India should eliminate obstacles to inter-state trade in order to promote food security and the real income of its citizens. The magnitude and importance of price level differences also suggest that better price level data should be provided in the future, to facilitate further study of India’s regional development.
The Cyber Frontier
The cyber frontier perspective serves to explicate that the Global South’s participation in digitalization is not simply a matter of joining cyberspace. On the contrary, it is a matter of selective forms of global connection in combination with disconnection and exclusion. Firstly, I contextualize security concerns by describing the trajectory of digitalization in the Global South. I then explore how “technological leapfrogging” can create new and unique societal vulnerabilities. By linking digitalization with security and economic growth, cybersecurity is seen in connection with development assistance and the implementation of the UN Sustainable Development Goals (SDGs). Finally, I hold that this triple knot represents an opportunity for donors such as the EU to foster new types of development assistance building on a continued engagement in the Global South.

The South China Sea after "Philippines v. China": Summer of Our Discontent?
The July 2016 decision by the Permanent Court of Arbitration in the case of the Philippines versus China on outstanding legal disputes in the South China Sea was a watershed in the ongoing dispute over the waterway’s status. Although the verdicts weighed heavily against China’s claim to historical waters in the SCS, the court’s decision will hardly be the last word on the subject, given Beijing’s rejection of the ruling and the growing importance of the waterway to both China as well as Southeast Asia and US policy in East Asia. In the wake of the decision, a cooling-off period would be ideal, but there are several variables which may or may not permit a reduction in tensions to take hold.
