Restraining Great Powers: Soft Balancing From Empires to the Global Era

When do states resort to soft balancing (relying on institutional and economic instruments) rather than hard balancing (relying on formal military alliances and intense arms buildups)? When do they combine both? What are the differences and similarities between the 20th and 21st century cases of soft balancing, one under multipolarity, the other under near-unipolarity?

Local Ownership as Global Governance

The ownership discourse has profoundly altered the management of development aid. Nominally, it seeks to instil greater freedom as well as responsibilities among aid recipients. Revisiting two ethnographic studies (the World Bank–Uganda partnership and NGO relations in Ethiopia), this article shows how ‘ownership’ practices also involve new forms of tacit governance mechanisms that enable the donor to retain control. By using ‘freedom’ as a formula underpinning governance at a distance, developmentality is made contingent on the donor’s ability to frame the partnership and the conditions under which the recipient exercises the freedom that has been granted.

Veivalg og spenninger i norsk sikkerhetspolitikk: Norges forhold til NATO og EU

(Full article available in Norwegian only): Norway’s security policy has been firmly anchored in its NATO membership and close bilateral relationship with the US since the 1950s. In parallell, the EU has regularly popped up on the Norwegian security political agenda. The balancing between the transatlantic and European pillar has created tensions in Norway’s security policy over the years, and especially with the strengthening of the EU’s common security and defence policy and shifting US foreign policy. The article also discusses how today’s more unpredictable and uncertain security environment, the decline in Western hegemony and global power shift towards Asia, geopolitical rivalry, and anti-liberal and anti-EU sentiments challenge established institutions and cooperation patterns that Norway has relied on for security and what the effects of these developments might be.
