Russian Certainty of NATO Hostility: Repercussions in the Arctic
How does a security dilemma dynamic between parties deemed not to hold hostile intentions toward each other emerge and escalate? This article investigates Russian official discourse on NATO engagement in Europe post-Crimea (2014), and its impact on security interaction in the Arctic. We also examine how Russia represents NATO intentions and actions in a context seen by Russia as a relation of war. We identify the effect of these changing representations of self and other for the emerging securitization dilemma in relations between Russia and NATO, arguing that they have replaced uncertainty about NATO’s hostile intentions with certainty. Although Russia still articulates the Arctic as a unique cooperative region, there may be little space left for non-conflictual Russian action when encountering NATO in the Arctic. We highlight the agency and importance of evolving political rhetoric in creating a dangerous situation where lethal conflict can occur between parties who do not seek it, and also suggest that adjustments to patterns of official speech could be a tool of mitigation

Unpredictable annual variations in extreme weather events, like flooding and droughts, affect agriculture-dependent communities and influence pastoralist mobility patterns and routes. Such changes may intensify the risk of tensions between herders and farmers, often in connection with land, grazing, water and communal affairs. Transhumance, including cross-border migration from Sudan through the Greater Upper Nile in particular, exacerbates the spread of veterinary diseases and fuels environmental degradation and competition over scarce resources. Women and girls continue to bear the brunt of the effects of climate change; female-headed households are especially vulnerable. Climate-related livestock losses compounded by pre-existing rivalries increase the risk of cattle raiding, which can trigger retaliation, communal conflict, displacement, deepening intercommunal rivalry and the formation of armed groups.
Making Sense of the European Side of the Transatlantic Security Relations in Africa
This article aims to investigate the character of transatlantic security relations in Africa: How can it be characterized? Have they become weaker or stronger over the past decade? How can this development be explained? As NATO has not yet been heavily engaged on the African continent, it is prudent to study the relations between the EU and the US. Africa has been of concern to the EU (and its member states) for decades due to its geographical closeness and historic bonds. Since 2001, for both Europe and the US, Africa has become a region of increasing security concern due to the threat of international terrorism—for Europe, we can also add the migration concern. The European side of this relationship has also been largely dominated by France, making the transatlantic security cooperation in Africa essentially about French-American relations. As France has taken the lead regarding Europe’s security and defense engagement in Africa, increasingly with the support of other EU member states and associated non-members, this bilateral relationship is more than simply cooperation between two states. By applying a framework that understands EU security and defense policy as a process increasingly characterized as a differentiated and flexible integration under French leadership, the development of the Franco-US security relations in Africa must be understood as an expression of the transatlantic security relations in this region.

In mid-May, a number of clarifications will take place in both of our neighboring countries that could lead to a joint announcement of the desired NATO membership. If Finland and Sweden submit a formal NATO application, it will trigger a two-part process. The security guarantee in Article V of the NATO Treaty is not valid until all 30 member states have ratified the application, and measures to protect Finland and Sweden in the interim phase have been discussed with NATO, the United States and European powers. Finnish and Swedish membership will be a historic strengthening of NATO, both politically and militarily. Including Finland and Sweden in NATO will lead to extensive changes in Norwegian defense planning and total defense concept.
The Russia-Ukraine Crisis and Japan’s Energy Dilemma
The war in Ukraine is a game changer not only disrupting financial markets and human migration patterns but also the global energy landscape. As European countries announce their plans to phase out and divert energy imports from Russia, the question of how to make up the difference looms large. One solution is to increase energy independence through a greater shift to more renewables. In East Asia, Japan also finds itself in a heightened energy dilemma. A resource poor island nation with one of the lowest energy self-sufficiency rates in the OECD of 11.2 per cent in 2020, Japan is particularly vulnerable to shocks in global energy markets. With EU states’ energy policies in flux after Russian President Vladimir Putin’s invasion, it is uncertain if Japanese policymakers and voters are committed to shifting away from nuclear power and redoubling efforts to reduce fossil fuel usage.

The military response has been the main focus to address the multidimensional crisis that the Sahel has been going through since 2012. However, it is equally important to look at the internal security forces' role in addressing insecurity. In this regard, Burkina Faso represents a particularly interesting field of lessons. Faced with the spillover of the Malian crisis on its soil and the emergence of endogenous violence, Burkina Faso is faced with substantial security challenges. Therefore, the country has been forced to rethink its approaches to defence policy, fight against terrorism and sub-regional security, and its conception of public security in a context where threats are now both local and external. Community policing has been placed at the core of Burkina Faso’s security approach.
