The Arctic

Questions related to the use of natural resources in the Far North, oil/gas and fish in particular, are central to NUPI’s Arctic research, as are issues of security policy.

For Norway, relations to Russia are a major factor in the Far North. Also important is the growing interest shown by other parts of the world in the Artic and its natural resources. A central thematic area for Arctic research at NUPI concerns climate change, which are already influencing and altering conditions in the region.

Relations between Russia and Norway: Spiraling towards a new Cold War?

Lecture on how official rhetoric shapes and conditions the space for manoeuvre between two collective political entities. Using the examples of Norway and Russia in the period 2014-2019, I presented how the way in which political leaders talk about each other can contribute to conflict escalation.

Doubling Down on Arctic Diplomacy

The Arctic looms large in the popular consciousness as a potential new theatre of conflict. But the real risk is that the consuming politics of great power rivalry will deflect attention from the real progress of diplomacy and the everyday work of Arctic governance. This op-ed outlines three key areas that merit greater diplomatic attention and could pay dividends in reducing the impact of great power competition on the rapidly changing Arctic.

Missiles, Vessels and Active Defence What Potential Threat Do the Russian Armed Forces Represent?

In 2019, Russia’s Chief of the General Staff, Valery Gerasimov, presented a ‘strategy of active defence’, a possible prelude to the forthcoming Russian military doctrine. This article examines this strategy with particular emphasis on the role of precision-guided missiles, tactical nuclear weapons and the role of the navy. It provides insights on the shape of new Russian military doctrine and the military threat Russia might represent to the West. Maren Garberg Bredesen and Karsten Friis conclude that the active defence concept may imply a lowering of the use-of-force threshold. Russia’s continued build-up of tactical nuclear weapons integrated into the conventional forces reinforces this concern.
