Europe is changing – faced with financial crises, conflicts in its neighbourhood, war in Ukraine and power shifts on the international scene.

The EU is the dominant theme of NUPI’s research on Europe. Increased cooperation and the development of common institutions in Europe, EU foreign and defence policy, EU policy towards neighbouring states and adjacent regions, as well as the role of NATO in Europe are all important areas of study. Also central are questions of energy production in Europe and European energy security. Further priority areas for research at NUPI are the special position of Europe in Norwegian foreign policy, and the role of Europe in global geopolitics.

How to design EU-level contingency plans for gas shortages? Evidence from behavioural economics, policy research and past experience

In this policy report, we lay out suggestions for the European Union to prepare for possible cuts in gas supply from Russia in the context of the war in Ukraine. Such cuts will result in physical shortages of gas and so, potentially the need to limit consumption and at worst, rationing of gas. We draw on historical examples of managing demand and consumption, from energy and other policy areas, and suggest steps that can be taken to design an acceptable and efficient gas saving scheme.

Interpreting cyber-energy-security events: experts, social imaginaries, and policy discourses around the 2016 Ukraine blackout

We analyse the expert debate around a cyber attack in 2016 that caused an electric power blackout in Ukraine. Two expert reports were crucial for interpreting this event, and there are several competing narratives of cybersecurity where the event plays different roles. We show that the most securitized narratives became more prominent and point to the power wielded by private companies and experts in this field.

The European Union's CBAM as a de facto Climate Club: The Governance Challenges

The European Commission has announced far-reaching reforms to accelerate the reduction of greenhouse gas emissions. Among the proposals constituting the European Green Deal is the adoption of a Carbon Border Adjustment Mechanism (CBAM) to prevent carbon leakage. In practice, however, CBAM will not only act as a shield for the European Emissions Trading System (ETS) but also incentivize other countries to implement compatible carbon pricing schemes. We argue that the EU's CBAM thus de facto has the features of a climate club, but the current proposals and debate do not address how the club would be governed, addressing them involves a trade-off between maintaining control over the direction and ambition of climate policy and CBAM's legitimacy.

Norges oljedilemma etter Glasgow: Et umoralsk argument for et raskt grønt skifte

(This article is only in Norwegian) Etter å ha gått seirende ut av «klimavalget 2021», står den rødgrønne regjeringen overfor oppgaven med å sikre Norges grønne omstilling. I den offentlige debatten står gjerne argumenter om global solidaritet og miljøhensyn fremst i begrunnelsene for nødvendigheten av en grønn omstilling, mens motstandere av et raskt skifte fokuserer på de negative økonomiske konsekvensene de mener et raskt skifte vil få for Norge. Denne artikkelen søker å nyansere dette bildet, og argumenterer for et bredere kost-nytte-perspektiv som også tar høyde for diplomatiske kostnader ved å fortsette med oljeleting, samt de økonomiske konsekvensene av en treg omstilling. Selv om man holder konsekvensene av klimaendringene helt utenfor vurderingen, argumenterer vi for at usikkerheten rundt fremtidig oljepris og omdømmerisikoen Norge løper ved å fortsette å basere økonomien på ikke-fornybare energikilder, burde være gode argumenter for å revurdere Norges oljepolitikk.

Russia and energy crisis in Europe

This lecture was to shed ligh on the perception of Russia's role in the ongoing energy crisis in Europe. The lecture was divided into four parts. In the first Russia role as energy actor was discussed. In the second part details were provided on the ongoing energy crisis in Europe with high gas and electrrity prices, while the third part presented assumptions and data on Russia's role in the crisis. Finaly, part four contained discussion on the role of energy in Russian strategy.

The European Maritime Security and Defence Policy Architecture: Implications for Norway

Maritime security is high on the international and European security agenda, hence a number of new initiatives and actions have developed within the EU, NATO and through bilateral/minilateral agreements. To increase the common capabilities of Europe and secure more targeted responses, there is a need for better coordination between different organizations and forums. NATO’s 2022 Strategic Concept and the EU’s parallel Strategic Compass offer an opportunity to do this. Bilateral and minilateral defence groupings can strengthen European maritime security by accelerating capability development and fostering improved levels of interoperability. Norway should further develop its political dialogue and practical cooperation with the EU, and secure participation in major defence initiatives like the EDF and PESCO, various programmes, and cooperative arrangements with the European Defence Agency (EDA). Norway should pursue further leadership roles within NATO to bolster both its national interests and transatlantic security within the maritime security domain. Norway should actively promote enhanced EUNATO cooperation on maritime security issues, including closer alignment of strategic thinking, policies and investments of the two organisations. Mini-lateral’ structures can allow Norway to join forces with like-minded nations to act rapidly on maritime issues of common importance. Norge bør forfølge ytterligere lederroller i NATO for å styrke både nasjonale interesser og transatlantisk sikkerhet innenfor det maritime sikkerhetsdomenet. Norge bør aktivt fremme forsterket EUNATO-samarbeid om maritime sikkerhetsspørsmål, inkludert nærmere samordning av strategisk tenkning, politikk og investeringer hos de to organisasjonene. Minilaterale’ strukturer kan tillate Norge å slå seg sammen med likesinnede nasjoner for å handle raskt i maritime spørsmål av felles betydning.
