UN peace operations in a multipolar order: Building peace through the rule of law and bottom-up approaches
UN peace operations need a new peacebuilding agenda that acknowledges both the transboundary nature of conflict drivers and the multipolar nature of the global order. This means casting aside the current stabilization approach, but also abandoning the pursuit of liberal peacebuilding of the unipolar era. Such a conflict transformation agenda would require UN peace operations to prioritize the rule of law and bottom-up approaches, thus creating the potential to be embraced by a much broader range of member states. In this article, we bring liberal peacebuilding critiques into a discussion with debates on the nature of the global order. Liberal peacebuilding critiques are rooted in the bottom-up problematization of international interventions and show what kind of peacebuilding is desirable. Conversely, the debates on the multipolar nature of the global order expose the top-down constraints as to what kind of peacebuilding is feasible.
Climate, Peace and Security Fact Sheet: South Sudan
Flooding and droughts significantly disrupt livelihood patterns and food-security and may result in temporary displacement or longer-term migration. Such shocks exacerbate vulnerabilities and weaken the resilience and adaptive capacity of agriculture-dependent communities; they can heighten competition over natural resources, sometimes leading to cattle raiding and communal conflict. Unpredictable annual variation and extreme weather events, like flooding and droughts, affect pastoralist mobility patterns and routes, and farmers’ agricultural production. These changes may exacerbate tensions between herders and farmers, often in connection with land, grazing, water and communal conflicts. Female-headed households are especially vulnerable to the effects of climate change, as most depend on agriculture to sustain their families, and rely on natural resources like firewood and water. Climate-related livestock losses compound ongoing rivalries, increasing the risk of cattle raiding, which can trigger retaliations, communal conflicts, displacement and the growth of new or existing armed groups.
The future of UN peace operations: Principled adaptation through phases of contraction, moderation, and renewal
This article considers the future of UN peace operations through a complexity theory lens. In the short-term peacekeeping will have to adapt to the consequences of the COVID-19 pandemic and the fall-out of the Trump presidency. In the medium-term peacekeeping will go through a phase of uncertainty and turbulence due to geopolitical power shifts in the global order. In the longer-term peacekeeping will have to adapt to a new multipolar global order characterized by coexistence, and a changing security landscape shaped by, among others, climate change, urbanization, and new technologies. Throughout these contraction, moderation, and adjustment phases, UN peacekeeping is likely to be guided by a principled adaptive approach, that allows it to adapt to the realities of the moment whilst staying true to its core form and identity. As a result, UN peacekeeping is likely to remain one of the most visible symbols of global governance and international cooperation.
The ASEAN climate and energy paradox
This article carries out a multisectoral qualitative analysis (MSQA) and policy integration analysis of six sectors important for climate mitigation in Southeast Asia in order to assess the status of the climate-energy nexus in the region. It concludes that Southeast Asia will be heavily affected by climate change but the mitigation efforts of the member states of the Association of Southeast Asian Nations (ASEAN) are incommensurate with the threat they face. Their nationally determined contributions under the Paris Agreement are modest, they have a low proportion of renewable energy in their energy mixes, a modest target for raising the share of renewable energy and they are not likely to reach this target. The ASEAN countries have also been slow to adopt electric vehicles and to accede to the International Renewable Energy Agency (IRENA), while continuing to burn their forests, channel subsidies to fossil fuels and invest in new coal power plants. If ASEAN accelerated decarbonization, it could seize business opportunities, secure its standing in the international political system and climate justice discussions, and increase its chances of reaching the United Nations Sustainable Development Goals (SDGs).

Sudan’s food riots show that the transitional government still has much to achieve
This op-ed, published in The Conversation, argues that Sudan’s political transition is in a precarious phase. Prime Minister Abdalla Hamdok’s government is facing a wide variety of challenges, including protests over the price of goods and commodities, and a resurgence of violence in the country’s Darfur region. If the situation continues to unravel, the country could fall into crisis leaving parts of the old regime to retake control.
What threatens NATO – and what members can do? The case of Norway and Poland
This research paper examines the critical external and internal challenges that faced NATO at its 70th anniversary, and how the policies of two members – Norway and Poland – can influence the internal cohesion of the Alliance and thus its ability to provide security to all its members. The survival of NATO as a viable security actor will depend on its capacity to maintain internal cohesion, a crucial factor influencing its ability to address external risks, challenges and threats in the increasingly turbulent international environment. This study places the debate in the broader context of discussion on alliance survivability in general, maps the external and internal challenges facing the Alliance after seven decades of its existence, and examines possible risks that the policies of Norway and Poland may pose to NATO’s internal cohesion and thus its ability to react to external challenges.
MINUSMA’s 2021 mandate renewal in uncertain times
The Security Council will renew the mandate of the 8-year-old United Nations Multi-dimensional Integrated Stabilization Mission in Mali (MINUSMA) in June 2021 at a time of multiple transitions: on the Malian side with the Transition government due to end in February 2022, and on the mission side with a new SRSG. It also comes at a time of great uncertainties over the future of the peace process and political transition, but also over the future of the French regional military operations Barkhane and the Joint Force G5 Sahel. The overall security situation has deteriorated in Mali and beyond in the Sahel since 2013. Yet, Northern Mali enjoys a semblance of stability as the two rival coalitions of signatory armed groups found a modus vivendi. But progress in the implementation of the peace agreement is slow, state presence minimal, and attacks on a more resilient MINUSMA continue. Although violence has decreased in Central Mali since September 2020 largely due to the brokering of local agreements of different sorts, insecurity continues to spread further to the South of Mali. There seems to be a general consensus that the two strategic priorities of the MINUSMA mandate should remain to support the implementation of the Algiers Agreement by the Malian parties and to facilitate the implementation of a comprehensive politically led Malian strategy to protect civilians and re-establish State authority in Central Mali. The main issues for discussion will be how to carry out these priorities more effectively and how to best add to the mandate elements pertaining to supporting the Malian Transition without diverting limited resources away from the first two strategic priorities. Beyond the strategic priorities, issues of human rights and accountability, people-centered approaches, strategic communication, women’s participation, and climate-related security risks are also discussed in this report. Many of the challenges the mission is facing will however not be resolved by an adjusted mandate alone; but a clearer strategic direction from MINUSMA’s leadership strongly backed by a unified Security Council can certainly help.
