No Escape - On the frontlines of Climate Change, Conflict and Forced Displacement

The report, released today by UNHCR, the UN Refugee Agency, in collaboration with 13 expert organizations, research institutions and refugee-led groups, uses the latest data to show how climate shocks are interacting with conflict, pushing those who are already in danger into even more dire situations. Of the more than 120 million forcibly displaced worldwide, three-quarters live in countries heavily impacted by climate change. Half are in places affected by both conflict and serious climate hazards, such as Ethiopia, Haiti, Myanmar, Somalia, Sudan and Syria. Improving the impact of the UN Peacebuilding Commission and enhancing the synergy of the Peacebuilding Architecture - Input Paper for the 2025 (...

The United Nations Peacebuilding Architecture – consisting of the Peacebuilding Commission (PBC), the Peacebuilding Fund (PBF) and the Peacebuilding Support Office (PBSO) - was established in 2005. In 2025, 20 years after the PBA was established, the Architecture will undergo a review. This Input Paper, by researchers from the Norwegian Institute of International Affairs (NUPI), serves as an input to this review. It is informed by NUPI’s research on peacebuilding and related areas, including the research undertaken in support of the previous 5-, 10- and 15-year reviews of the Peacebuilding Architecture. The main challenge that has consistently been identified over the years, including in previous reviews of the Peacebuilding Architecture, is the perceived lack of impact and relevance of the Peacebuilding Commission. In our assessment, the Peacebuilding Commission’s attention to countries and regions are too ad hoc and fleeting to generate meaningful information and analysis. This is one of the main areas that we single out for improvement. This input paper therefore focuses on providing a set of practical recommendations for how the impact of the Peacebuilding Commission can be improved, and how the synergies of the Peacebuilding Architecture can be enhanced.

Women, Peace and Security in MONUSCO: Trends, Lessons and Emerging Practices

For nearly 25 years, the United Nations (UN) has had a peacekeeping mission deployed in the Democratic Republic of the Congo (DRC). The UN Organization Mission in the DRC (MONUC) was deployed in 1999. The deployment of MONUC coincided with an evolution taking place in the UN Security Council regarding the centrality of women’s political participation in peace processes and the importance of considering women’s protection needs as part of the maintenance of international peace and security. The adoption of Security Council Resolution 1325 and the establishment of the Women, Peace and Security (WPS) agenda in the year 2000 would have an instrumental impact on the mandates of UN peacekeeping missions, including those deployed in the DRC over the following two decades. This report examines how MONUSCO has worked to implement the WPS dimensions of its mandate in the period 2010 to 2021. Assessing the approach to the mandate and its more recent implementation offers insights into the contribution and limitations of UN peacekeeping when it comes to advancing women’s protection and meaningful participation in a conflict-affected environment. MONUSCO’s approach to WPS has evolved in the period under study. The mandate had a rather narrow understanding of WPS at the outset, with provisions to address violence and threats towards women, reflective of the insecurity and gendered threats within the DRC. These threats have remained, as have more comprehensive provisions in the mandate to address them, but the mandate has also evolved in recent years to include a more substantive focus on women’s participation in conflict prevention and political processes. The mission has developed a range of innovative practices targeted at improving women’s security and equality in the country, as part of the WPS provisions in MONUSCO’s mandate. These have included developing a women mediators’ network, mapping security threats to women, supporting initiatives to address discriminatory media coverage, and implementing positive masculinity programmes. This report offers recommendations to MONUSCO, UN Headquarters, the Security Council and Member States, troop- and police-contributing countries (T/PCCs), and the national authorities when it comes to strengthening the implementation of the WPS aspects of the mission’s mandate in the DRC, with wider lessons for other UN peacekeeping missions in terms of their approach to WPS.

Climate, Peace and Security Fact Sheet: Central African Republic

The Central African Republic (CAR) is highly exposed to the impacts of climate change due to socioecological vulnerabilities and ongoing insecurity. Drivers of vulnerability include the absence of state authority, natural resource mismanagement, and low household and community resilience. Although the security situation has improved in recent years, it remains volatile; factions of the Coalition of Patriots for Change (CPC), self-defence groups and bandits regularly clash with government forces, allies and mercenaries such as the Wagner Group (now Africa Corps) in rural areas. A changing climate and the deteriorating security situation in the Sahel and the Great Lakes region have driven transhumant pastoralists further into CAR earlier in the transhumance season, creating tensions. Additionally, the spillover effects of the war in Sudan have put added pressure on the humanitarian situation in CAR, particularly in the Vakaga and Haute-Kotto prefectures.

United Nations Truce Supervision Organization Role, Relevance, Function, and Utility – Lessons for Future Peace Operations

The aim of the study is, firstly, to assess the role, relevance, function, and utility of UNTSO, and secondly, to identify what lessons can be learnt from UNTSO’s model and experience that can help to inform the future of UN peace operations in the context of the UN Secretary-General’s policy brief on a New Agenda for Peace, as well as in the preparations for the Summit of the Future. The effectiveness of peace operations is dependent on the political backing, financial support, and deployment of trained peacekeepers by the UN Member States. While recognising the important roles of the UN missions, the UN Secretariat, host states, and other key stakeholders and contributors, the primary audience for the present study’s findings and recommendations is the UN Security Council and UN Member States. Although the study is primarily focused on UN peace operations, it is suggested that the findings can also be informative for strengthening the role of observers in other organisations, including regional organisations, and can enhance cooperation between different organisations in dealing with peace and security issues. As outlined in Our Common Agenda, an emerging “networked multilateral system” requires enhanced and specialised capabilities, and broader thinking for wider application and cooperation beyond the immediate organisation and structure of current peace operations.

Gendering Security Sector Reform through Capacity Building? The MINUSMA Specialized Police Team on Crime Scene Management

A key element of international peacebuilding efforts is support to reform of the security sector in conflict-affected states, for example through capacity building. From 2019 to 2022, a Norwegian-led police team provided capacity building in crime scene management to Malian security forces as part of the UN peacekeeping mission in Mali (MINUSMA). The Norwegian officers organized courses and acted as mentors for the Malian officers. This article uses this case from MINUSMA to study how external support to reform can help promote gender perspectives in the security sector in conflict-affected countries. UN Security Council Resolution 1325 and the Women, Peace and Security Agenda call on UN member states to contribute to increasing women’s representation and the integration of gender perspectives in UN peace operations. Despite these political frameworks, the gender perspective is often ignored in practice when such support is offered. The analysis shows that the Norwegian officers worked actively to promote gender equality and women's participation, even though this was not a central part of the project, and without references to resolution 1325 or women or gender perspectives in the project document. Instead, the officers pointed to how promoting women's participation and gender equality are a part of “the way we work” (in Norway), as well as MINUSMA's mandate as the basis for this work. Feminist research distinguishes between a traditional and transformative approach to working with gender and security sector reform, where a traditional approach involves working within existing structures to, for example, increase women's participation or for women to receive the same type of training or capacity. A transformative approach, on the other hand, will involve taking a closer look at these structures, and looking at how women's roles in the security sector are affected by societal, cultural and religious norms. The article finds that the work has mainly relied on traditional understandings of gender, and that the opportunities for capacity building to contribute to deeper changes in the security sector are therefore limited. The findings thus further indicate that individual officers can do a lot to promote women's participation and gender perspectives, but deeper transformation of the security sector will probably require action at a more structural level.

Climate change and peacebuilding: sub-themes of an emerging research agenda

Climate change is having profound effects on global security and peacebuilding efforts. While existing research has mainly focused on the link between climate change and conflict, it has largely overlooked the complex interplay between climate change, conflict-affected states and peacebuilding. Climate change exacerbates existing vulnerabilities in conflict-affected societies by adding stress to livelihoods and negatively impacting food, water and energy security. This is particularly concerning as climate change is often felt most acutely in settings where public institutions are already failing to meet the population's needs. Consequently, climate change can contribute to exacerbating grievances and hinder the ability to maintain, reinforce and build peace. Although practitioners in the peacebuilding field are beginning to respond to the effects of climate change, academic research has not adequately addressed the question of how climate change affects peacebuilding and how peacebuilding strategies can respond effectively. To fill this gap, a multidisciplinary approach drawing from climate security, environmental peacebuilding, environmental studies, and peace and conflict studies is needed in order to develop a research agenda that encompasses the intersections of climate change and peacebuilding. By recognizing the importance of climate change in peacebuilding efforts, this research agenda aims to provide critical insights and guide future studies.

A Forgotten People in An Unstable Region - The Effectiveness of the United Nations Interim Security Force for Abyei Executive Summary

Established in June 2011, UNISFA aims to foster peace, stability, and development in the disputed Abyei region. Focused on implementing the Abyei Protocol, the mission addresses border demarcation (through the Joint Border Verification Monitoring Mechanism for the Sudan-South Sudan boundary since South Sudan’s independence in 2011) and security concerns and supports local governance through engagement with administrations. However, since 2011, UNISFA’s effectiveness in fulfilling its mandate and protecting civilians has been questioned as sporadic and spontaneous violence remains very high. While the overall security situation in Abyei has shown signs of improvement, persistent conflict dynamics stemming from intra- and inter-communal tensions, hired armed elements, and humanitarian challenges continue to set the region back. The rise of communal conflicts between new ethnicities and communities entering the “Abyei box” – often referred to as the Abyei area – has led to further tensions with the mission over its ability to protect civilians. In this Effectiveness of Peace Operations Network (EPON) study, the authors set out to explore the effectiveness of UNISFA in meeting its mandated tasks in several areas. These include: 1. Protect civilians under imminent threat of physical violence; 2. Support the Joint Border Verification and Monitoring Mechanism; 3. Provide de-mining assistance, technical advice, and security; and 4. Provide aid to humanitarian personnel and oil infrastructure in the Abyei Administrative Area (AAA), respectively. The report examines how effective the mission has been in meeting its core mandate, what we can understand from the mission’s success and challenges, and how adaptive the mission has been regarding the ongoing crisis in Sudan and South Sudan and its impact on Abyei, which has strategic and broader implications for the mission. The Impact and Response to Misinformation, Disinformation, Malinformation and Hate Speech in the Digital Era

Over the past decades, the use of misinformation, malinformation, disinformation and hate speech (MDMH) has contributed to the escalation of violence in environments where the United Nations deployed Peacekeeping Operations (UN PKO). The widespread utilisation of modern technology in UN PKO environments raises the magnitude of the MDMH threat. In some settings, MDMH places communities and peacekeepers at risk of harm, but more broadly, MDMH places UN PKOs in ever more challenging situations which they are often incapable of responding to. The spread of information by actors as part of hearts and minds campaigns and other information strategies to bring populations on the ground on their side is nothing new. Simultaneously, the diffusion of rumours and false information can contribute to the escalation of tensions between and within groups and communities and result in widespread violence. All of these can support and contribute to the intensification and acceleration of MDMH, impacting not only the conflict dynamics but also the use of indiscriminate violence. The online uptake of MDMH may further aggravate these dynamics. It can undermine the stability of mission environments, local conflicts, indiscriminate use of violence by non-state and state actors, impact detrimentally on human rights, and jeopardise overall processes of achieving and sustaining peace and supporting its processes. The report draws on four UN PKOs as case studies and hinges further analysis on two UN PKOs to provide and understand context specific examples of the rising challenges that UN PKO face with MDMH. This report by the Effectiveness of Peace Operations Network (EPON) in collaboration with Norwegian Capacity (NORCAP) and Training for Peace sets out to explore some of these key developments and challenges questioning, what is the impact of MDMH on UN PKO’s and their ability to effectively implement their mandates? What efforts have the selected UN PKO’s taken to respond to MDMH? What are the lessons identified and recommendations for UNPKOs to address MDMH?
