Education Activism in the Syrian Civil War:Resisting by Persisting
This article analyzes education activists’ resilience in emergencies, building on life story interviews with Syrians who engaged in civil society initiatives for schooling in the aftermath of the 2011 uprising. It investigates the meaning that education acquires under extreme adversity and how it inspires individuals to act. Finding that these activists think of education as a means to resist authoritarianism and transform society, the article brings the change agendas of local education actors to the fore. It concludes that resilience can be the extension of political purpose. The article conceptualizes education as a vehicle of resistance, foregrounding how temporal projections enable individuals to maintain belief in their capability to enact changes. The activists make connections between their own experiences in school, thoughts about the future, and the reasons they mobilize for education. Working with time is a potent enabler when, objectively, the situation is deteriorating.

Military Activism: Vague Definitions and Political Lopsidedness A recent issue of Internasjonal Politikk had a Focus section dedicated to “military activism” in the Scandinavian context. Unfortunately, several of the contributions suffer from vague and partly politicized use of the term. Military activism appears to be applied analogous to international operations, thus failing to contribute with any new analytical insights. The section shows that military activism may be a fruitful term in the Danish context, but fails to demonstrate that this is a Scandinavian phenomenon.

Back to the Future: National Identity and the Norwegian Defence Policy The article argues that Norwegian defence policy to a large extent is shaped by Norwegian identity and Norwegian values. This strong link was particularly visible in the 1990’s, when we witnessed a large degree of continuation of the Norwegian defence posture, despite the radical changes in the security environment. Territorial defence remained a key priority. When a new paradigm eventually emerged around the tun of the century – with primary focus on international operations – much of the old elements were nonetheless retained. Hence, when NATO returned to a focus on collective defence after 2014, Norway was more than ready for this change. In short, the defence concept that emerged around the millennium was short-lived and never really challenged the foundations the Norwegian Armed Forces rests on.
Can the UN Security Council Enhance the Effectiveness of the G5 Sahel Force?
At the United Nations Security Council, and in other forums in Africa and Europe, diplomats are debating different options for increasing international support to the Group of Five Sahel (G5 Sahel) Force. The aim is to enhance its operational capacity and effectiveness in an effort to restore stability in the Sahel. Despite the presence of the UN Stabilization Mission in Mali (MINUSMA), the G5 Sahel Force, and French and European Union missions, the security situation in the Sahel has significantly deteriorated over the last few years.

Le Mali devrait connaître une hausse des températures et des précipitations irrégulières, qui pourraient affecter la stabilité des saisons et ugmenter le risque de sécheresses et d’inondations. De plus, les conflits, l’instabilité politique et la faiblesse des institutions gouvernementales empêchent le pays de s’adapter efficacement aux changements climatiques. • Les changements climatiques peuvent affecter la régularité des saisons et détériorer les moyens de subsistance fondés sur les ressources naturelles. La précarité des conditions de vie peut interagir avec les facteurs politiques et économiques et intensifier les risques de conflits relatifs à l’accès aux ressources naturelles et à leur utilisation. • Les conflits, l’expansion de l’agriculture et les conditions environnementales changeantes ont affecté les routes de transhumance du bétail, incitant les éleveurs à se déplacer vers des zones dans lesquelles il y a beaucoup de pression sur les ressources naturelles ou dans lesquelles l’usage partagé des ressources est mal défini. Cela peut intensifier les risques de conflits avec d’autres éleveurs et agriculteurs. • L’évolution de la dynamique des conflits a accentué la dépendance entre les conflits locaux liés aux ressources naturelles, les affrontements entre ommunautés ethniques/religieuses et la guerre civile. Les conflits locaux deviennent de plus en plus violents, complexes et difficiles à résoudre. • La mauvaise gouvernance et les politiques agricoles ont provoqué des inégalités sociales, économiques et politiques qui alimentent les conflits. Ces mêmes facteurs minent la résilience des communautés aux changements climatiques, en particulier quand il s’agit de groupes marginalisés.
Environmental performance of foreign firms: Chinese and Japanese firms in Myanmar
Little is known about how the environmental approaches of foreign investors in developing countries are formed. The objective of this study is to conceptualize and investigate the drivers of the environmental performance of foreign firms. This is done through a comparative analysis of the environmental profiles of Chinese and Japanese firms in Myanmar. Applying institutional and resource-based theories, the study investigates the complex and multifaceted roles that domestic regulations and internal resources of firms play in their environmental performance. The study contributes to the literature on corporate environmental behaviour by constructing a novel set of environmental variables connected with FDI. The research is based on survey data covering 296 Chinese and 125 Japanese companies operating in Myanmar. The data are analysed using a hierarchical multiple linear regression. It is found that Japanese companies tend to adopt all-inclusive and comprehensive strategies driven by both regulatory pressure and firm capacity when addressing environmental issues, while the environmental choices of Chinese companies tend to be driven by intra-firm resources. For Chinese companies, neither ownership type nor operating in a polluting industrial sector necessarily influence the environmental profile, whereas both of these variables had significant effects on the environmental performance of Japanese firms. The findings indicate that both resource-based and institutional theories are useful when assessing the influence of environmental regulations on FDI in developing countries.
Technologies of Peace
This chapter examines the effects of the digital revolution and new information and communication technologies on peacekeeping and peacebuilding. The chapter is concerned with how digital and web-based information and communication technologies can be used to prevent and manage armed violence, foster inclusive societies, and ensure a durable and high-quality peace. The UN is increasingly adopting new technologies, particularly within the field of peacekeeping. To increase situational awareness, UN peacekeeping staff have crowdsourced information and used drones and satellite imagery. In addition, the analysis of peacekeeping data holds great potential for early warning. New technological tools can help foster collaboration, transform attitudes, and give a stronger voice to local communities. Online platforms have been used to monitor elections, document human rights abuses, and facilitate communication between members of different sides in a conflict. However, since one cannot simply assume that technology will change everything for the better, it is crucial to be aware of the ethical implications of the use of new peace technologies. The UN needs to be careful that early warning is translated into early action. Peacekeepers and peacebuilders should also be vigilant when it comes to mitigating the possible abuse and negative side effects of the use of peace technologies. The chapter concludes that peace technologies significantly influence the prospects for peacekeeping and peacebuilding, particularly when the use of technology helps peacekeepers and peacebuilders be more people-centric.
Afterword: Gendering the Brand
One potentially productive way of framing the debates about nation-branding and public diplomacy is to consider them both subsumed under the broader motivations of status, prestige and reputation. On the one hand, it emphasizes how domestic politics can shape status-seeking and how the domestic resonance of status-seeking matters to its likelihood of success. On the other hand, it leads our attention to the external recognition of status, how it can be associated with circles of recognition, club membership and relative ranking, and also how there is a marked difference between formally equal-status relationships and relationships more in the teacher-pupil mould. As small states, the Nordics wanted to be recognized; gender equality was just not one of the fields that they considered to offer such recognition. While gender equality is certainly part of the self-image of the Nordic states, it is expressed in different ways and also 'usable' for diplomats in different ways.
