Summary
Pernille Rieker's research interests are European integration (EU) and European foreign and security policies. This includes the foreign and security policies of France and the Nordic countries. She has also worked with dialogue and conflict prevention more generally. Rieker obtained her PhD from the University of Oslo in 2004. At NUPI Rieker is part of the Security and Defence research group (SecDef). Furthermore, she is the coordinator of the NUPI Centre for European Studies (NCE) and co-editor of the journal Internasjonal Politikk.

Current Research:
Pernille Rieker leads the RE-ENGAGE-project, which overarching ambition is to assist the EU in refining its foreign policy toolbox, including its enlargement and neighbourhood policies - to enhance the Union’s geopolitical leverage and provide better tools for democracy promotion in its neighbourhood.
Within the framework of Norway and the EU towards 2030 Rieker analyses the evolution of the EU as a security policy actor and the implications for Norway.
In JOINT, she works on how to understand the driving forces and mechanisms of the EU's foreign policy.
As part of the ADHOCISM project, she analyses the role of France's military in Mali.

Ad hoc coalitions in global governance: short-notice, task- and time-specific cooperation
Ad hoc coalitions (AHCs) are an indispensable but scantly conceptualized part of global governance. In recent years, several typologies and classifications of global governance arrangements have been provided, mostly differentiating them based on their organizational design features of degree of formality and membership composition. These do not capture AHCs and the role they play in global governance. In this article, we not only provide a conceptualization of AHCs, but also propose ways in which AHCs fit within the broader global governance architecture. We argue that what sets AHCs apart is not so much their (in)formality or membership, but rather their short-notice creation, their task-specific purpose and their temporarily circumscribed existence. We therefore define AHCs as autonomous arrangements with a task-specific mandate established at short notice for a limited time frame. We then develop a research agenda on the nature and future of AHCs, including their short- and long-term relationship with other multilateral arrangements in the global governance architecture. This is important, as we do yet not know how AHCs complement, compete and impact on international organizations and international crisis response.

Big EU project to NUPI
Europeanisation of Norwegian security and defence policy. Nordic cooperation as vehicle.
With Russia’s invasion of Ukraine, European security has been placed on high alert, highlighting the importance of both the EU and NATO as key, although different, regional security actors. As the election of a more isolationist president in the US again in 2024 or 2028 cannot be excluded, boosting European security and defence should be a key objective for both Norway and its European allies. Such a Europeanisation should be seen as an add-on to Norway’s NATO membership, but should imply a more serious investment in various initiatives taken by the EU and key EU-member states (France and Germany), in addition to those taken by the UK. Strengthening Nordic security and defence cooperation should also be seen as a vehicle for a much-needed Europeanisation of Norwegian security and defence policy. With Sweden and Finland now entering NATO and Denmark returning to the EU’s Common Security and Defence Policy (CSDP), the potential for Nordic security cooperation as a means to this end has never been greater.
