NUPI conducts wide-ranging research on Africa.

In particular we focus on issues related to social and economic development: fundamental questions concerning the conditions for state formation and democracy, as well as specific studies of individual countries and areas. Other important thematic areas include how post-conflict counties can avoid relapse, and the role of international peace operations in such circumstances – not least, the activities of the UN and the African Union.

UN Peacekeeping and the Kindleberger Trap

I nærmere et tiår har FN vært under press på grunn av et stort antall fataliteter, samt press fra medlemsstater om å kutte kostnader, særlig fra USA. Siden 2013 har ikke FN iverksatt noen nye store fredsbyggingsprosjekter, mens større prosjekter har blitt avsluttet i Côte d’Ivoire, Darfur, Haiti, Liberia og Sierra Leone. På det afrikanske kontinentet gjenstår fire store prosjekt - i Den sentralafrikanske republikk (SAR, MINUSCA), Den demokratiske republikken Kongo (DR Kongo, MONUSCO), Mali (MINUSMA) og Sør-Sudan (UNMISS). Også disse er under press for å kutte kostnader.

The Sahel’s jihadists don’t all govern alike: context matters

The way jihadist insurgents in the Sahel governs differs between but also within groups. Jihadists do not follow strict ideological templates for imposing their rule or rely only on the use of violence. They continuously adapt the manner in which they govern in response to internal factional dynamics and pressure from state and non-state actors. They also respond to local politics and conflicts.

Understanding Ad-Hoc Security Intitiatives in Africa

The policy brief examines the rise of ad-hoc security initiatives (ASIs) as an established type of collective security mechanism. ASIs are intended to eliminate threats posed by non-state armed groups, and operate across the borders of participating countries to enable the pursuit of such groups. ASIs have emerged because existing African Peace and Security Architecture (APSA) mechanisms were not specific or responsive enough to meet this ongoing need. The Regional Cooperation Initiative for the Elimination of the Lord’s Resistance Army, the Multinational Joint Task Force, and the G5 Sahel can all be categorised as ASIs.

Rethinking South Sudan’s Path to Democracy

South Sudan’s peace process is still largely up for negotiation. A new South Sudan must emerge through a civilian technocratic government; however, this will require such a government to dismantle the SPLA/M and transform how security forces control the state. It also means effectively addressing the root causes of conflict and a people-centred approach to a transitional parliament, drafting a new constitution, deciding what type of federalism best suits the country, and strengthening the electoral commission in the short-to-medium term.
