Breakfast seminar: How to ensure democratic resilience in Europe?
The challenges to the fundamental principles and values underpinning the European democracies are real. A key concern is how to make free and democratic societies more resilient against various forms of foreign and internal information manipulation and interference. The President of the European Commission Ursula von der Leyen has called for the need to build a “European Democracy Shield”. For 75 years, the Council of Europe has been the continent’s standard-setter for human rights, democracy and the rule of law. What does this mean in practice? And how can the the European Union, the Council of Europe, and European democracies, within and outside the EU, work together to make such a shield effective?
