National crisis-management: Learning from Finland?
New societal vulnerabilities and new risks and threats require an agile national crisis management organization. It must combine the need for clear division of competencies and command and control, with the ability to handle sector crossing challenges such as hybrid threats or cyber attacks. In the moment of crisis, confusion about roles and responsibilities must be avoided, while at the same time coherence and cooperation across sectors may be a precondition for success. Finland and Norway have addressed these challenges differently. What can we learn from the Finnish experience in this regard?
