From Liberal Peacebuilding to Stabilization and Counterterrorism

Since the end of the Cold War, international interventions have increasingly been deployed to deal with internal conflict. Liberal peacebuilding has been a guiding concept for many of these interventions, in particular those deployed by the UN. This article argues that liberal peacebuilding is waning in importance, both as a guiding concept and in practice. After long engagements in Afghanistan and the enduring effects of the financial crisis, Western states are shifting their strategy from liberal peacebuilding to stabilization and counterterrorism. In Africa, regional ad hoc coalitions set up to fight terrorists and other armed groups are on the rise, and progressively included in UN peacekeeping operations. To examine these shifts more closely, the article focuses on the crisis in Mali since 2012 and the growing Western security presence in neighbouring Niger. The article concludes that the turn from liberal peacebuilding to stabilization and counterterrorism is likely to be counterproductive, as it will lead to more oppressive governments and more disillusioned people joining the ranks of opposition and terrorist groups, as well as undermine the UN in general and UN peace operations in particular.

Need to have or nice to have? Nordic cooperation, NATO and the EU in Norwegian foreign, security and defence policy

Nordic-ness and Nordic values clearly are embedded in Norway's conception of its foreign policy role. Nordic cooperation is also important for seeking information about EU policies for non-EU country Norway. While supporting and participating in Nordic Defence Cooperation, Norway's NATO-membership has trumped its relations with the Nordic countries as well as with the EU's Common Security and Defence Policy. A stronger policy of self-interest facilitated by its petroleum economy has also moved Norway further away from traditional Nordic peacekeeping and towards status seeking vis-à-vis key European allies. To what extent may recent global and regional political and strategic developments forge a Nordic «turn» in Norwegian foreign and security policy? What has Nordic cooperation to offer in terms of security and international status for Norway? The Norwegian case suggests that in the field of security and defence, Nordic cooperation is «nice to have» and more important than earlier but not necessary.

(Norwegian only): Norges normalisering med Kina knytter an til sentrale, strukturelle utviklingstrekk i internasjonal politikk - en trend hvor den liberale verdensordenens vakuum blir fylt av Kina når USA trekker seg ut, men også at denne ordenen blir sakte undergravet ved at Kina sikrer seg «andeler» i lands politiske relasjoner. Det kan være klokt ta slike mer overordnede perspektiver med i beregningen når man skal vurdere betydningen og mulige konsekvenser av det som regnes som den største "suksesshistorien" fra Brendes periode som utenriksminister.

Arctic Governance: Power in cross-border cooperation

This book seeks to pose and explore a question that sheds light on the contested but largelyl cooperative nature of Arctic governance in the post Cold-War period: how does power matter - and how has it mattered - in shaping cross-border cooperation and diplomacy in the Arctic? Each chapter functions as a window through which power relations in the Arctic are explored. Issues include how representing the Arctic region matters for securing preffered outcomes, how circumpolar cooperation is marked by regional hierarchies and how Arctic governance has become a global social site in its own right, replete with disciplining norms for steering diplomatic behaviour. This book draws upon Russia's role in the Arctic Council as an extended case study and examines how Arctic cross-border governance can be understood as a site of competition over the exercise of authority. Colombia between peace and war : The 2018 presidential elections and the way forward

The presidential elections of 2018 are expected to have significant implications for the matter of peace, justice and conflict resolution in Colombia. Since conflict intensity rose considerably in the 1980s, presidential elections have been greatly influenced by the candidates’ approaches to the conflict and how to deal with illegal armed groups, particularly the FARC. What visions of peace do the 2018 presidential candidates have, and what could the implications be for the current peace agreement with the FARC? The candidates, rightwing and frontrunner Iván Duque and left-wing candidate Gustavo Petro, promote dissimilar visions of peace for Colombia. These reflect a deeper political polarization within the country, a key issue the next president will have to deal with.

Withdrawal under article 50 TEU: an integration-friendly prosess

Article 50TEU acknowledges the right of Member States to withdraw from the EU, and contains a specific procedure. It also constitutes the legal basis of an exceptional EU competence whose purpose is to ensure that a Member’s departure is “orderly”. This qualification entails the conclusion of an agreement between the parties on the terms of the withdrawal, but also presupposes that the withdrawal does not undermine the integrity of the EU legal order, while contributing to the fulfilment of the Union’s integration objective. The unprecedented exercise of that competence has enriched the law of European integration: core components of the constitutional identity of the EU have been (re)affirmed, the role of its institutions bolstered, and Union membership law further articulated. Paradoxically, withdrawal may therefore be envisaged as an integration-friendly process.
