The Middle East and North Africa

The conflicts and crises in the Middle East and North Africa are central themes in NUPI research on the region.

What roles do the emergent big powers play in these conflicts? How do great-power politics influence regional dynamics? These are central question that affect relations elsewhere around the globe, especially as regards energy issues. Developments in individual countries like Egypt, Syria and Iran are also followed closely by NUPI researchers, as are questions of the security situation in the area and how this is affected by actors and conflicts elsewhere in Africa.

United Nations Truce Supervision Organization Role, Relevance, Function, and Utility – Lessons for Future Peace Operations

The aim of the study is, firstly, to assess the role, relevance, function, and utility of UNTSO, and secondly, to identify what lessons can be learnt from UNTSO’s model and experience that can help to inform the future of UN peace operations in the context of the UN Secretary-General’s policy brief on a New Agenda for Peace, as well as in the preparations for the Summit of the Future. The effectiveness of peace operations is dependent on the political backing, financial support, and deployment of trained peacekeepers by the UN Member States. While recognising the important roles of the UN missions, the UN Secretariat, host states, and other key stakeholders and contributors, the primary audience for the present study’s findings and recommendations is the UN Security Council and UN Member States. Although the study is primarily focused on UN peace operations, it is suggested that the findings can also be informative for strengthening the role of observers in other organisations, including regional organisations, and can enhance cooperation between different organisations in dealing with peace and security issues. As outlined in Our Common Agenda, an emerging “networked multilateral system” requires enhanced and specialised capabilities, and broader thinking for wider application and cooperation beyond the immediate organisation and structure of current peace operations.

The EU-Middle East and North Africa (MENA) Preventive Violent Extremism (PvE) co-operation is wide-ranging, and has been since a formalized partnership between the EU and MENA countries was outlined in the 1995 Barcelona Declaration. It has nevertheless received added attention following numerous terrorist attacks within the EU during the last decade; and European foreign fighters have been linked to the attacks in Paris in 2015; in Brussels, Berlin, and Nice in 2016; and in Manchester, London, and Barcelona in 2017.

Policy brief summarizing the EU and other stakeholders’ prevention strategy towards violent extremism in the Maghreb and the Sahel

What is the European Union (EU) doing to prevent and counter violent extremism (P/CVE) in north-western Africa, specifically in the Maghreb and Sahel region? Building upon the EU Counter Terrorism Strategy (EU Council 2005), the EU Strategy for combating radicalization and recruitment to terrorism has increasingly emphasized the ‘internal-external security nexus’ and the need to strengthen co-operation with key third countries in the fields of counterterrorism, anti-radicalization, prevention, and countering of violent extremism (EU Parliament 2015; EU Parliament and EU Council 2017). The fight against violent extremism has thus become one of the most prominent objectives in EU external action, especially as far as the (enlarged) neighbourhood is concerned (Durac 2017).
