Sino-Russia Strategic Alignment and Potential Impact of a Trump Presidency

Rarely has any issue been more polarising than the assessment of Sino-Russia relations in recent years. Analysts and observers are either convinced of another emerging Sino-Russia alliance against the West, or dismissive of any meaningful, sustainable strategic relationship between the two while citing their ‘peril of proximity’, painful historical record and the strategic distrust. Neither description accurately reflects the nature of Sino-Russia relations under the Xi Jinping administration in China. In the past three years, China and Russia have forged new foundations for a third option- a strategic alignment primarily based upon a shared sense of vulnerability and threat perceptions regarding their external environment. This is largely the result of the heightened confrontation both China and Russia have encountered vis-à-vis the United States due to their assertive foreign policy in the Western Pacific and in East Europe, (especially in Ukraine), respectively. Furthermore, the personality and preferences of the Chinese top leader and the general public have also played an important role in constructing the strategic alignment as well.

How to Deal with North Korea: Lessons from the Iran Agreement

The current and oft repeated pattern of responses to North Korean nuclear and missile provocations has failed to produce results. With the stakes becoming increasingly high it is time that a new approach is explored. The success to date of the deal to cap Iran’s nuclear program offers clues to a different approach with North Korea. North Korea’s position now is stronger than ever before it has more bargaining chips. Conversely the threats posed by North Korea have never been greater. A negotiated settlement is the only acceptable outcome. The key will be to have a broad enough agenda for negotiations to ensure all parties see benefit: addressing the nuclear and missile issues, economic issues (removal of sanctions) and security issues (a Korean peace treaty to replace the armistice). The alternatives to negotiations are war or another nuclear weapon state with a de facto nuclear deterrent capability. Neither prospect will make any nation in the region more secure.

Food Price Differences Across Indian States. Patterns and Determinants.

The paper examines food price differences across Indian states during 2004-2014 using food consumer prices from household surveys and wholesale/retail prices for selected goods. At the individual product level there are large price differences across states, with prices doubling or trebling across India for a typical case, but with considerable variation across products. Price dispersion is much lower for food on average; measured at this level price dispersion between Indian states is considerably lower than between countries within the same income range, and Indian states are slightly more integrated than countries in Western Europe. At the product level, the most important determinants of price differences across states are limited access to supply from other states, and the extent of own production in the state. Richer states have higher consumer prices, but this income-price link is weaker for wholesale prices. Food price dispersion within India has decreased during the period studied. For policy, the results suggest that India should eliminate obstacles to inter-state trade in order to promote food security and the real income of its citizens. The magnitude and importance of price level differences also suggest that better price level data should be provided in the future, to facilitate further study of India’s regional development.

The Cyber Frontier

The cyber frontier perspective serves to explicate that the Global South’s participation in digitalization is not simply a matter of joining cyberspace. On the contrary, it is a matter of selective forms of global connection in combination with disconnection and exclusion. I contextualize security concerns by describing the trajectory of digitalization in the Global South. I proceed by exploring how “technological leapfrogging” can create new and unique societal vulnerabilities. By linking digitalization with security and economic growth, cybersecurity is seen in connection with development assistance and the implementation of the UN Sustainable Development Goals (SDGs). Finally, I hold that this triple knot (digitalization, security and economic growht) represents an opportunity for donors such as the EU to foster new types of development assistance building on a continued engagement in the Global South.
