UNITAMS Mandate Renewal Study: Fostering a Process of Trust and Inclusivity

The United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS) was established on 3 June 2020 under UN Security Council (UNSC) Resolution 2524 to support Sudan during its transition to democratic rule and it was renewed the following year through SC 2579(2021). UNITAMS was conceived of and designed to respond to new and long-standing issues in Sudan: the political transition process that began with the December 2018 revolution and the legacy of armed conflicts. The Mission’s mandate explicitly recognises the adverse effects of climate change on the stability of Sudan and stresses the need for appropriate risk assessment and risk management strategies. Yet, since the adoption of the Mission’s mandate in June 2020 and its renewal in June 2021, Sudan’s political, security and economic situation has deteriorated significantly. An attempted military coup in September 2021, followed by a successful coup d’état on 25 October 2021, has further worsened Sudan’s political crisis, increasing insecurity, undermining the economy, and resulting in the interruption of bilateral and international funding—all amidst the continuing global pandemic. This fast-changing political, security and economic context has placed UNITAMS in a very delicate position in relation to the host government. It has required UNITAMS to focus a significant portion of its attention on good offices and diplomacy so that, together with the African Union (AU), Intergovernmental Authority on Development (IGAD), and other international partners and Sudanese stakeholders, it can support a process aimed at bringing Sudan’s transition back on track. While the UNITAMS mandate remains relevant and adequate, the Mission must continue to be allowed the flexibility to adapt its focus to the fast-changing dynamics on the ground. UNITAMS’ good offices’ role should remain at the centre of the Mission’s efforts during the next mandated period, helping Sudanese to find an inclusive political settlement that can secure a transition to democratic rule in the medium to long term. At the same time, the Mission should continue its work in support of its other objectives and priorities, including the protection of civilians, the implementation of the peace agreement, and advisory and capacity building, particularly related to the rule-of-law sector. The Mission should strengthen its focus on and ability to integrate climate-related security risks into its analytical work, especially as it relates to supporting local conflict prevention, mitigation and reconciliation efforts to prevent inter-communal violence. While there has been significant progress in strengthening collaboration among the UN, AU and IGAD, maintaining and sustaining the partnership must remain a key priority in the Mission’s work to promote regional stability.

Networked territoriality: A processual–relational view on the making (and makings) of regions in world politics

This article proposes a processual–relational perspective on region-making and its effects in world politics. It revisits the concepts of regionalism and regionalisation to unearth the relational mechanisms underlying these archetypical pathways of regional emergence. Regionalism refers to the bounding of regions – the definition of its inside and outside, and of which actors fall on either side. Regionalisation denotes the binding of regions, the amalgamations of relations around a shared territoriality. I argue that regions affect world politics in their making through the boundaries raised and relations produced in the process. I then mobilise network theory and analysis to propose a framework for studying the making and makings of regions. Regions’ binding and bounding are rooted in brokerage dynamics that sustain clusters of relations denser inside a regional boundary, rather than outside, and allow some actors to control interactions across that boundary. I illustrate this framework with a case study on the emergence of the Amazon as a region in world politics. I analyse interaction networks in UN-level environmental negotiations involving the ecosystem. The analysis shows how the making of the Amazon has been tied to preserving the position of Amazonian states as the main brokers, speaking for and acting on behalf of the region.

Digital Sovereignty

Digital sovereignty is a relative newcomer, in spite of having become relatively well-entrenched in current policy discourses. In fact, as attacks on digital infrastructures – be they private or public – have become more fierce and frequent, it has become clear that the maintenance of national security largely presumes that a state is able to maintain its cyber security. Recourse to sovereignty in this matter also largely implies a willingness to deal with cybersecurity within the legal domain rather than the purely military one. Digital sovereignty does just that. It asserts national privilege as a matter of principle while at the same time keeping the issue at the level of criminal offence rather than a purely military one.

Environment of Peace: Security in a New Era of Risk

Environment of Peace surveys the evolving risk landscape and documents a number of developments that indicate a pathway to solutions––in international law and policy, in peacekeeping operations and among non-governmental organizations. It finds that two principal avenues need to be developed: (a) combining peacebuilding and environmental restoration, and (b) effectively addressing the underlying environmental issues. It also analyses the potential of existing and emerging pro-environment measures for exacerbating risks to peace and security. The findings demonstrate that only just and peaceful transitions to more sustainable practices can be effective––and show that these transitions also need to be rapid.

Identification and physical disconnect in Russian foreign policy: Georgia as a Western proxy once again?

Evolving official Russian identifications of Georgia amount to a dangerous securitisation of this small neighbour – achieved through a focus not on Georgia itself but on Western engagement in the region. With the long absence of face-to-face diplomatic encounters and contact, the Russian idea of Georgia as a ‘Western proxy’ has become entrenched. This article advances a social explanation of Russian foreign policy that speaks to geopolitical explanations in foregrounding great power interaction and security by drawing on insights from a discourse-theoretical reading of securitisation theory. It adds value to social explanations by showing how the identification of another political entity can be changed into that of a ‘proxy’ through its integration into a larger ‘radically different other’, and how this expansion occurs in interplay with interpretations of physical manifestations of the larger ‘radically different other’ in the ‘proxy’. Finally, it draws attention to the impact of physical encounters on foreign policy in these times of COVID-19, war, and growing isolationism in world affairs.

Making Sense of the European Side of the Transatlantic Security Relations in Africa

This article aims to investigate the character of transatlantic security relations in Africa: How can it be characterized? Have they become weaker or stronger over the past decade? How can this development be explained? As NATO has not yet been heavily engaged on the African continent, it is prudent to study the relations between the EU and the US. Africa has been of concern to the EU (and its member states) for decades due to its geographical closeness and historic bonds. Since 2001, for both Europe and the US, Africa has become a region of increasing security concern due to the threat of international terrorism—for Europe, we can also add the migration concern. The European side of this relationship has also been largely dominated by France, making the transatlantic security cooperation in Africa essentially about French-American relations. As France has taken the lead regarding Europe’s security and defense engagement in Africa, increasingly with the support of other EU member states and associated non-members, this bilateral relationship is more than simply cooperation between two states. By applying a framework that understands EU security and defense policy as a process increasingly characterized as a differentiated and flexible integration under French leadership, the development of the Franco-US security relations in Africa must be understood as an expression of the transatlantic security relations in this region.
