Norway and Finland have long been close partners in security and defence policy. With Finland's NATO application, the two countries will also become allies. This project will study how Finland and Norway refer and relate to each other as security and defence policy allies, what opportunities they see for learning and exchange of experience going forward, and what priorities they have for the relationship. The research team will study changes and opportunities for cooperation in three specific areas of cooperation that are often brought forward from both sides: (i) The future relationship with Russia, (ii) the issue of national defence capabilities, and (iii) the further development of the total defence concept.
